Representation before the IRS
How a taxpayer authorizes someone to deal with the IRS: Form 2848 for representation, Form 8821 for information only, and the lighter tools of oral consent and the third-party designee. The note covers what each authorizes, who signs, signing deadlines, the CAF, revocation and withdrawal, durable powers and signing returns for a taxpayer. Most SEE items cite the Form 2848 instructions (Rev. 9-2021).

Part 3 Domain 2 covers representation, and the power of attorney is its foundation. Questions test which form fits a need, what a representative may and may not do, who signs for different taxpayers, and how authority ends. The Form 2848 instructions (Rev. 9-2021) and the Conference and Practice Requirements in 26 CFR 601.501-601.509 (Pub. 216) are the sources.
Form 2848 may name only individuals eligible to practice; Form 8821 may name any individual or organization.
